Kenneth V. Mills
Director, Regional Corrections
Cuyahoga County Sherriff’s Department

Ken Mills is the Cuyahoga County Sheriff’s Department Director of Regional Corrections. He is responsible for oversight and management of the Cuyahoga County Corrections Center (CCCC) and satellite facility in Euclid, Ohio. Additionally, he is involved in the County’s jail regionalization initiative. Ken leads a staff of over 700 employees.

Ken joined the County in 2014, as the County’s first Director of Public Safety and Justice Services. Prior to joining the County, Ken served 27 years in the U.S. Coast Guard. He is also a veteran of Operation Iraqi Freedom. Ken earned his Bachelor’s degree in Natural Science and Mathematics from Thomas Edison University and holds a Masters in Business Management from the University of North Alabama.


Dr. Thomas Tallman
Medical Director
MetroHealth 

Dr. Thomas Tallman joined MetroHealth as the Medical Director of the MetroHealth Correctional Health Program. A Navy-trained, board-certified emergency medicine physician, Dr. Tallman has practiced for over 25 years in community hospitals, large healthcare centers, training hospitals and military facilities. A graduate of St. Bonaventure University and Des Moines University College of Osteopathic Medicine, Dr. Tallman completed his emergency medicine residency in the U.S. Navy.

He is a Fellow of the American Board of Emergency Medicine and serves on: the Ohio State Board of Emergency Medical, Fire and Transportation Services, the Ohio Chapter of the American College of Emergency Medicine Board of Directors; and oral board examiner for the American Board of Emergency Medicine. Prior to joining Metro Health, Dr. Tallman spent 13 years at the Cleveland Clinic.

Dr. Tallman also spent 13 years as a commander in the Medical Corps and is a proud Navy veteran.


Victor McArthur
Associate Warden
Cuyahoga County Sheriff’s Department

Victor McArthur is an Associate Warden of the CCCC. He is responsible for Jail Operations and Security for the Corrections Center, specifically visitation, special programs, social services, Jail Chaplains and staff training. As a 35-year veteran, Victor first joined the Sheriff’s Department as a Corrections Officer in 1981. He is a 5th degree black belt in Tae Kwon Do and Hapkido, a certified instructor in self-defense, inmate discipline and crisis intervention from Ohio Peace Officer’s Training Academy (OPOTA). Victor recently completed specialized Warden’s Training at the National Institute of Corrections in Colorado and the Jail Administrator Course at Bryant and Stratton College of Law Enforcement Training.

Prior to joining the Sheriff’s Department, he actively served in the U.S. Navy for 2 years and 4 years in the reserves as a Radar Operator.


Eric J. Ivey
Associate Warden
Cuyahoga County Sheriff’s Department

Eric Ivey is an Associate Warden of the CCCC. He is responsible for Jail Operations and Security for the Corrections Center and the Euclid Jail Annex. Eric manages a staff of 19 Correction Sergeants and 32 Correction Corporals.

Eric joined the Sheriff’s Department in September, 1990 as a Corrections Officer. Eric assisted in the formation and growth of the Corrections Center’s Special Response Team (SRT), where he subsequently served as the Tactical Commander. Eric attended the Federal Bureau of Investigation Basic Crisis Negotiation School and successfully completed the Jail Administrators Course at Bryant and Stratton College of Law Enforcement Training.

Prior to joining the Sheriff’s Department, Eric served 6 years in the United States Army as a Combat Engineer.
