Chief James Bitterman
James Bitterman is the Chief Deputy of the Civil Division at the Cuyahoga County Sheriff’s Department. Chief Bitterman is responsible for overseeing the Civil Division operations, which include foreclosure sales, deeds department, cashiers department, evictions and executions, writs and process server departments. The Chief Deputy oversees thirty employees that consist of two assistants, twelve clerks, two cashiers, ten process servers and four uniformed deputies.
As a 28 year public servant, James joined this office as a civil process server in 1988 before advancing to the position of assistant to the chief in 2001. In 2009, Mr. Bitterman became Chief Deputy of the Civil Division. James is also an active member of the Vacant and Abandoned Property Action Council (VAPAC) which assists communities in addressing any improvements or demolition to the distressed and vacant homes within our county.
Mr. Bitterman also volunteered for 16 years with USA Swimming and the Hawken High School Swim Team.
