Director Effrem Speigner

Effrem A. Speigner is the Director of Protective Services, the Security arm of the Sheriff's Department, responsible for the safety and security of 8,000 County employees and 31 County owned and leased facilities. Mr. Speigner supervises a staff that includes one Lieutenant, 11 Sergeants, and 135 Protective Services Officers. PSOs operate all security related equipment, i.e. Metal Detectors, X Ray machines, CCTV Cameras, Wireless Duress Alarms.

Mr. Speigner has been the Director of Protective Services since 2000.

Mr. Speigner is a graduate of Kent State University, earning a Bachelor of Science in Criminal Justice, a Masters of Business Administration from the University of Phoenix. He received his OPOTA training at the Kent State Police Academy, Private Investigators Training at Case Western Reserve University, The Maxine Goodman Levine Government Leadership Academy, Cleveland State University. Effrem is a certified OPOTA Instructor. He is a member ASIS, The American Society for Industrial Security, and IAHSS, The International Association of Hospital Safety & Security.


Lieutenant Ellen Eschmeyer

Ellen Eschmeyer is a Security Lieutenant in the Division of Protective Services with the Cuyahoga County Sheriff’s Department.

After completing the Ohio Peace Officer’s Training Academy for Private Security at Cuyahoga Community College, Lieutenant Eschmeyer worked at Parma Hospital before joining the County. As a 28 year veteran, Lieutenant Eschmeyer joined Protective Services as an Officer in 1987.
